וְרוּחַ אֱלֹהִים מְרַחֶפֶת The construct chain רוּחַ אֱלֹהִים, prefixed with the conjunction וְ, is followed by the Piel Participle fs of רָחַף (and the Spirit of God was hovering). With regard to the form of the Participle, the מְ prefix and Pathach under the first root letter identify the stem as Piel (30.11–12).
